| DCTV programs are telecast from a digital server, in which programs have been "encoded" or stored as digital infomation. Members have free access to a cozy new do-it-yourself Encoding Lounge here at DCTV, where they upload the shows they are submitting to the Programming Department.
Effective October 6, when you choose to have our staff encode your program, the fee is $35 for DC residents (and $45 for non-DC residents) for programs up to one hour in length. An additional $10 ($15 non-residents) applies to each additional hour of the program’s running time.
A new Program Submission form has replaced the Channel Time Request, and must be submitted whenever you encode a program or drop off a program for the Programming Department.
Congratulations to members who participated in the free encoding orientations offered over the last several months. If you missed that window of free training, please contact Programming at 202-526-7007 to find out about receiving the training for a nominal fee. New members can contact Member Services at 202-526-7007 to learn about orientations to the Encoding Lounge for new DCTV producers.
To ensure smooth encoding and trouble-free telecast of your program, please submit your program on (or encode from) Memorex DVD+R, Maxell DVD-R, or DVCam tape, and format it as described below:
DVDs should not have any menus or chapters. Include only the following elements, in the order listed:

10 seconds of black,
-
intro and/or title of the program, and then
-
the program, followed by
-
credits that include the member as Executive Producer or Producer, and if you choose, your crew or staff, &
- 10 seconds of black
DVCam tapes should include only the following elements, in the order listed:

30 seconds of bars & tone

5 seconds of black

2 to 20 seconds of the program slate

10 second countdown

10 seconds of black

Joshalyn Lawrence, our spotlight member, has been a part of the DCTV family since 2002. When asked what the reasons were for becoming a productive and active member of this community access center, she replies, “I felt like there was enough outright injustice and dishonesty during the 2000 Presidential election; It’s time to shed some light on some of the issues in the black community and make our opinions known.”
A systems technician by day, Joshalyn has spent her spare time for the past 16 years indulging in her hobbies – photography and video shoots. She mentions that her most memorable training with DCTV was Studio Tech. She found the class pleasantly challenging and she had the opportunity to participate alongside her closest nephew.
Joshalyn’s work focuses on issues ranging from the tragic aftermath hurricane Katrina in New Orleans, to the everyday problems Black farmers and corporate whistle blowers face. In addition, Joshalyn has premiered a weekly live show, GREEN PARTY LIVE CALL-IN. It is hosted by Dr. Baruch Ben-Yehudah. GREEN PARTY LIVE CALL-IN airs LIVE on DCTV’s Comcast 95/RCN 10 every Wednesday from 7 to 8 pm.

On October 11, nine local non profit organizations partnered with DCTV to create television public service announcements. The recurring DCTV Open House for Non Profits program provides a bridge between cable TV viewers and community organizations that offer valuable services and information. Beginning this month, DCTV viewers can see the various PSAs throughout the program day, on Comcast 95/RCN 10 and Comcast 96/RCN 11.

The eyes of the world have been on America during this political season. In addition to an historic Presidential race, local elections have also been a significant topic of interest.
In October, DCTV produced and began airing informational statements from candidates running for seats on the Washington, DC City Council. As your local Free Speech center, DCTV will continue to be a prime resource where community members can engage one another in dialogue about our collective political future.
This November, our Question of the Month asks
